HOUSING CHOICE VOUCHER PROGRAM
The federally funded Housing Choice Voucher Program (Section 8), is voluntary for both landlords and tenants. It helps eligible families of lower income with their monthly rent payments.
How it works:
A family whose household income is fifty percent or less of the area's medium household income (AMI) is qualified to participate in the program from the Longmont Housing Authority. Through a Housing Assistance Payment (HAP) contract, directly monthly payments are made to the landlord/property owner as a portion of the tenant's monthly rent payment. After allowances are made for utilities not included in the rent, the HAP makes up the difference in total amount due.
Example:
If thirty percent of a family's gross monthly income is $600.00, and rent (including utilities) for the selected apartment is $1,600.00 per month, the tenant pays the landlord $600.00 and the remaining $1,000.00 is paid to the landlord by the Longmont Housing Authority through the Housing Choice Voucher Program.

Longmont Housing Authority Request for Proposals (RFP) for PROJECT BASED VOUCHERS
The Longmont Housing Authority (Housing Authority), operates Housing Choice Voucher Program, funded by the US Department of Housing and Urban Development. The purpose of the program is to provide rental assistance to very low-income families enabling them to rent decent, safe and affordable housing.
Through this RFP, the Housing Authority will offer an allocation of Project Based Vouchers to be committed for designated rental units. Successful Respondents will be offered a contract with an initial term of up to twenty (20) years
There are Low Income Housing Tax Credit (LIHTC) properties in the City of Longmont that has expired or will expire out of the tax credit compliance period in the next two years. Additionally, because Longmont invested so heavily in low income housing for seniors in the last two decades, many of these properties are now in need of investment or may be at risk of being lost to affordable housing stock. Because of this, the Housing Authority is issuing this Request for Proposals (RFP) seeking proposals from owners for projects that will preserve existing LIHTC senior affordable housing that will need resyndication of tax credits in the next two years. The Housing Authority will make Project-Based Vouchers (PBV) available under the Department of Housing and Urban Development Housing Choice Voucher program for such projects. Up to 20 PBV are available under this RFP. Proposed projects must be within the jurisdiction of the Longmont Housing Authority and preserves existing senior LIHTC properties through resyndication and rehabilitation. The Housing Authority intends to award PBV to one Respondent.
This request for proposals (RFP) is established pursuant to Title 24, Chapter IX, Part 983 of the Code of Federal Regulations Project Based Voucher program Final Rule published in the Federal Register on October 13, 2003, changes to the Section 8 Project-Based Voucher Programs Final Rule published on June 25, 2014, and the Housing Opportunities Through Modernization Act of 2016.
All proposals submitted in response to this solicitation must conform to all of the required specifications outlined within the full RFP application and any designated attachments in its entirety.
Proposals must be received no later than March 6, 2023, in accordance with the submission instructions and attachments that can be obtained on the Longmont Housing Authority web pages at: longmonthousing.org or at Longmont Housing Authority, 350 Kimbark St Longmont, CO.
